Coastal, hardy plant needed

I live in the Rockaways, NY (zone 6b, I believe). It is all sand, and my spot is mostly sunny. My neighbor dumps a large kiddie pool off her deck, into the sand next to my house every day. I would like to plant something hardy that can withstand the impact of the water. Rug juniper? Russian sage? Holly? Thanks for any advice!
