My Japanese garlic did not send out terminal scapes this year. But what it did for most plants was have a short scape explode in the side of the stem just above ground level. That is where the bulbils developed, not many on any of the plants but what there were are quite large.
The stem on the right actually had a second eruption with more, but smaller bulbils farther up the stem.
None of my other garlics nor any of the other alliums show this.
