I don't have an entire answer for you, but it looks to me as though there's some insect damage, especially in the upper right part of the leaf in your photo.

That looks to me more like mechanical damage rather than an insect problem (insects tend NOT to bother ivy unless spider mites on indoor ivy) and the leaf itself looks pretty good. There are fungal blights than can affect ivy but without more information/better photos of the problem, can't say if that is the issue either.

It's too pale for ivy, could it need fertilizer?

I put in some new plants I got from home depot. They're growing nicely except something is eating the leaves. I have deer in the area and there is a woodchuck hole in the middle of what used to be an ivy bed. I sprayed everything with Repels All but the leaves are still being eaten.
