Thats normal.
Figs grow to certain size then its a waiting game for depending on conditions climate etc and type of variety they can take on average 80 to 120 days from when they first appear on the tree.

When its their time they will start to turn there respective color as they swell up.

This time of year for example ours are in the stagnant stage similar to yours there is nothing wrong with them .

I'm still a little confused. 1 out of 4 has continued to grow and they are almost the size of what I expect ripe ones to be. Normal maturity here is 1st 2 weeks of August so they appear to be on track. Seems like there should be something I could do to get them out of stagnant stage and start growing again in time to be harvested by the end of August.

They are all different and ripen on their time one cannot rush their ripening.

When they are ready you shall see them transform .
