It could also be vole damage if you are in a rural area. I've had them strip bark from shrubs. Voles are mouse sized, so you want to be sure your cage has 1/4" mesh if there is any chance there are voles in your yard. You could also check to see if the tooth size is visible on the gnaw marks (rabbit teeth are much larger than voles) since rabbit-sized mesh is much cheaper and less visible than vole-sized mesh.

I'm thinking it's rabbits, because I see quite a few of them in the spring around here. They usually eat the sprouts of my balloon flower, too, but that actually seems to help it bush out more! Go figure! I will certainly look into caging the shrubs. Thanks!
