Cryptid, I am personally unfamiliar with BER on my peppers but I do know that overwatering can tie up calcium in the soil so i would stop that immediately. And watering peppers twice a day, unless it's a tiny bit each time, is way too much.
I'm in 100 degree weather and I water my peppers every other day unless I see a plant sulking because it's too hot and too dry.
Someone else here will advise you re: BER and remedies, specifically, I'm sure. Sorry I can't be of more help.

BER is almost always due to inconsistent watering. Lots of information about it over on the Tomato forum if you feel like reading (obviously tomatoes and peppers aren't exactly the same but the info is still relevant). If they need watered twice a day then they aren't being watered deeply enough to moisten the soil thoroughly. Peppers shouldn't need twice daily waterings if watered correctly in the first place (at least not in ground or in raised beds, containers maybe) So, are these being grown in containers, raised beds, or in ground? If in containers then what size are they?

That's BER. Scratch in bone meal and use a calcium foliar spray available at most garden and big box stores. It'll gradually go away as the plant uptakes the calcium.

I drip irrigate all my peppers every 12 hours, pots and in ground. I think it depends on your soil type.
