Wisteria with dying leaves

Hi I have a wisteria that is in its second year since being planted. Last year once planted it grew a fair amount and I was quite pleased with the growth. This year the plant seemed to be doing OK but I noticed that there was no growth from the previous years vines, everything started from the base again. There looked to be buds coming from the old vines but nothing ever took off. I recently cut some of last year's growth off and found it to be dead. and now in the last month or so I have been finding the new growth dying at the tips of the leaves. Almost all of the growth looks like what is shown in the picture. I have been watering it regularly enough (or I think I have been). Does anyone have any advise for me?Thank you,
