Sowing seeds in winter

Hi, so I've heard people say that if you want to sow seeds in the winter you have to get a growing light. But I live in Hilo, Hawaii (zone 12b) and it doesn't really get cold here. It usually stays around 75-80 degrees during the day and 60-65 at night. So my question is, could I keep seedlings outside instead of getting a growing light?

yes; we're close-ish to the equator, and day length doesn't vary as much as it does in the north.

But I found that tomatoes, for instance, will grow in the greenhouse all winter, but won't set fruit until spring.
