There is a creamy white marigold but it may be too tall for your roses. I would suggest yellow. I grow Janie which is only 10 inches tall but covered in blooms. Most marigolds are either shades of yellow, red and orange.

However no flower will repel pests including marigolds but they might make a better snack for the pests rather than your roses

The only marigold I know of that is exclusively grown for foliage is Tagetes filifolia. It's not a very attractive plant, though. I certainly wouldn't want it taking up space in my perennial/annual gardens.
