That looks like a leafhopper, although I couldn't tell you which specific species. If you search google for insects of your area, and find leafhopper in the page of any lists you get, you can probably narrow it down further, and seek out treatment options.

Planthoppers. They're common in lawns this time of year. Their presence bothers people but not the grass.
