What is wrong with this soil?

I didn’t know which forum to post this in. We bought a house about 33 years old recently.
The dirt needed building up around the
foundation to slope away. In doing so I
discovered an area underneath the small wood deck that has a slimy hard packed
mud. The deck is about 4’ off the ground. The surface of the ground can look dry but in
places has sort of green black hue color to it and might have a slight odor. This mud begins just an inch or so under the
surface. I dug down 8 or 9” in a few
places and only the surface dries. There
isn’t any vegetation around or under the deck. It did have weeds and poison ivy but it wasn’t
dense. You could still see dirt. I can’t tell you how long it has been like
that or how far it goes down because it is a difficult place to dig. I’ve dug
mud before but I’ve never seen anything like this. Every time I’ve worked under there I do get a bad
rash on my face. Does anyone have any
suggestions where I can go to find out what is affecting this dirt or as to how
to treat it?
