How to fix this? Advice? Options?

My small, but main bathroom renovation has been dragging on for months! The contractor always has an excuse for not showing up, or why he can't do what I ask for. Aside from all of that, he resisted removing the small radiator behind the door. But, when they broke through the wall for the vanity, they broke behind the radiator. They couldn't repair the hole without removing the radiator. Finally, he came, removed it, patched, and then came two weeks later (yesterday) to paint and put the radiator back.

The longer he takes between work times, the more errors I find! I showed him the holes in the tiles under the radiator, gave him the tile to fix it. He actually made it look worse by filling a hole with grout-like stuff, and dug out two other holes even more (see photo below). I told him I wouldn't accept the work. He said the radiator didn't fit, so he had to cut the holes. BUT, it doesn't fit because he raised the floor!

He's coming back later this week. What do I tell him to do? I'm thinking he must lay new tiles, and raise the pipes of the radiator so it fits over the tiles, the way it did in the old bathroom. Am I correct? What other options do I have. Really appreciate any advice and guidance.
