Do you mean tea plant like black tea (you make a drink out of it, in Brittain, its an excuse to eat biscuits) or do you mean Ti plant (cordyline-leaves used for eating sometimes)?

The Plants Lover, for Camellia sinensis seeds I would highly recommend Camellia Forest, camforest.com . I bought seeds from them two years ago and had almost 100% germination rate. Camforest doesn't have any C. sinensis seeds right now, but check later in the fall for fresh ones. If you find a trade, you will need seeds that were kept moist and cool.

My tea plants are too small right now and my older tea plant is still recuperating (but setting blooms!). If you don't find any trades, contact me next year.
