Morning Glories Wilting

I live on a busy street and don't have much space to garden but I still think I managed quite well with what I got but I've been having an issue with my Heavenly Blue Morning Glories....They seem to wilt as soon as sunlight touches them and they droop really bad to the point where it looks as if they're going to die. Full Sun touches around 8 in the morning until about just after 2 in the afternoon. I'm not sure if I am watering them to much because there's been a few weeks this summer with 30+ degrees Celsius and I've had to soak up my garden a couple of times. 1-2 times a week I fill about 4 7Ltrs Watering Can on 30sq ft garden. I added mulch a few weeks ago so I don't have to water it is much but it's disappointing to see the leaves droop on sunny days. Any ideas what's going on?
