Dark Celing

Great room--- how high are the ceilings? debating using a dark color (vs white) in our own rather low basement, but am afraid it will seem even lower.

Dark actually makes them feel higher. Ceilings vary from 6'-4" to 7'-6" (underside of joists). I have been in painted white ceiling spaces and it just looks dirty and actually lower.The dark causes the ceiling to recede.

Is that true even for normal, flat ceilings? I'm trying to decide between white walls and a nearly-black ceiling or dark grey walls and a very white ceiling in my basement. The ceiling is about 9 feet.

There is no set answer unfortunately. It depends on the specific space characteristics...amount natural light, volume of space, height, other materials, etc.
