I would suggest when you cut down your wisteria, you paint the fresh-cut stump surfaces with brush killer or the roots will continue to try to sprout. Alternatively, you will have to continue to remove every leaf that sprouts ASAP so that the plant is starved of nutrition but that would take somewhat longer.

I think when you say Superba Trumpet vine, you mean the native trumpet honeysuckle, Lonicera sempervirens Superba. I grow a similar plant, Lonicera sempervirens Major Wheeler, and love it. It has at least a few flowers all summer long, and the hummingbirds love it.

You could also look at some of the larger clematis plants with smaller flowers (which do better in the SE's high heat and humidity than the large-flowered types) such as Betty Corning, Etoile Violette, Walenburg, Venosa Violacea, Paul Farges, Gravetye Beauty, C. armandii selections such as Snowdrift, or C. montana selections such as Mayleen.

Depending on what your arbor is like, you will need wires or netting (something pencil diameter or smaller) to get clematis to climb, and the honeysuckle may need it as well.
