Are you thinking about putting it on the wall under the window (I think that wall has your laundry connections but am not certain) or the right side wall? If on the right, just make sure it doesn't make the traffic path too narrow for walking through with laundry baskets, etc. You won't love it if you have a bruise on your hip all the time. Check the door swing and dryer door opening as well. I'd try it in place to make sure it works for the space before spending time refinishing it.

Assuming it works in the space, you want a clean, smooth surface for folding clothes. If the current top is smooth, paint might work, but I think I would prefer a non-painted surface. I'm thinking the top is not in good shape or you wouldn't looking to paint it. The picture is so blurry that it's hard to tell much about it.

Are your W&D white, silver or a color? If you don't have any other color going on, painting the base of the table your favorite fun color would be a plus. If the base is your fun color, the top just needs to be smooth and clean. You could do a new sheet metal top, a wood top (so it is the reverse of the cabinet to the left), or look for a remnant of stone or solid surface. I kind of like the stone route, but you might find a wood pice that could be really cool too. Keep your eyes open - you might see a desk, small dresser or chest or table where the top might be in good shape or a little rustic but the bottom has a broken leg, missing drawers, etc. You might be able to repurpose the top and give new life to two pieces. My experience with these things is that you may start with one idea, but going and looking will sometimes present a new opportunity you wouldn't have thought of -- and it's perfect. So keep an open eye.
