It certainly can but does not require those conditions. It grows easily in any well drained soil in a lot of sun and is hardy down to around -20F (USDA zone 5). If you can grow table or wine grapes, you can grow ornamental grape.

Yes! I've got delicious table grapes, the cold it's not the problem here: the big size of the leaves in vitis coignetiae make me worry about our dry and very hot summers. Partenocissus tricuspidata, grows a lot here, but leaves are burn at the end of summer in direct sun.
