I put a large strand of the small christmas lights around my windmill palm in the winter time. These are not led bulbs. they are the small incandescent lights that put out a little heat. I have a remote control outlet so I can turn the lights on and off in the winter from inside the house. I planted the palm in the yard a year ago. It was probably 5 years old. It was getting too big to move inside and I knew I had to do something. Let the palm see some of the cold so it gets used to it. The temp got into the low teens last year.

Windmill palms don't need protection in Virginia beach.

In your zone, I would think a Windmill Palm should do perfectly fine out in the weather, as they are very hardy!
