Early stage inflow?

Dear Plumeria friends,

I am growing one of my plumerias under growth light about 9hrs during night time. At daytime it gets the daylight.


A couple of days ago I discovered something new is growing (see first picture at the bottom of the right branch) and I am wondering if this might be an early stage inflow? What do you think?
