If you give the foliage a severe trim-down, the root system should get about the same treatment, so yes, it's a good occasion to take care of all this at once IMO. Nice bushy plants you got there!

You could probably get by without doing so, but I always grab the garden hose and spray until I have all the old soil mix out of the root ball. The plant will be happier in the long run.
