That mutation is definitely worth propagating. Save as many seeds from it as you can. Also, can you propagate morning glories from cuttings? I suspect that can be done. People don't normally think that zinnias can be propagated from cuttings, but I have done that on many occasions. For zinnias, the secret is to use Physan 20 to prevent bacterial attack on the cutting. And use a good root hormone and keep the cutting under a humidity dome for 10 to 14 days until it has had time to strike roots.

I had a similar mutation in my zinnias, and I have crossed it with other zinnias to diversify the mutation.

By repeated re-selection, the "toothy" petal configuration can be increased.The petal formation can take on several variations.And it can be re-selected to create some extreme petal forms.I think your "toothy" morning glory mutation could be the basis for a whole new variety of morning glories. The key in the near term is to get as many seeds from it as you can. If you feel comfortable with using tissue culture for micropropagation, that would be another way to increase it, as an alternative to propagation from cuttings. I really like that first picture of yours. It is exciting.
