Definitely complain but like you have said, the incident is helping you to think about its growth habit also.

If the root is doing well, it should continue to be fine. You may even want it to become one trunk anyway, rather than 4 (or 2, as the case is now).

Although it's near the road edge and someone else could run it over again in the future, if you mark it off in some way, such as with tree border and mulch, at least people will understand it's a tree you are tending, and not just some random tree. As it is, I could even see that some kids might break it or bend it just for fun, or strip the leaves off as they are walking by, without knowing that it's a tree you are specifically concerned about.
