Potted Orange Tree - Pruning Advice

Hello... I am looking for some advice on how best to prune my potted orange tree. 3 years ago I decided to try my hand at growing a small orange tree that I purchased from a nursery, at that time probably no more than 12 inches tall, and in the 3 years since it has thrived in its environment, growing steadily and throwing off a decent amount of fruit. But with the current spurt of growth I see a distinct change. I know the tree will need to be pruned, if for no other reason it's growing too large to continue to wheel in and out of the house between winter and summer. Please see the attached photos. Towards the bottom part of the tree I basically have a "bush", but many branches that are well leaved, no thorns, and literally where all my fruit is located. In the center of the tree though, I have what looks like a trunk forming, where I have continued new outcrops of leaves and size growth, but no fruit.

I suppose my choices are I can cut out the trunk part, leave this as a potted 'orange bush'... but will that impact the health of the tree or damage the quality of the fruit that it produces? Or, option two is I cut off all the leaves at the bottom and let the tree form its trunk and keep all the leaves at the top. This top I will then continuously prune back so that it forms a round canopy in a more traditional 'tree' type configuration... but is that actually a tree with a fruit bearing system, or part of the rootstock that grew up too high?

My long term goal is to have a healthy plant that produces the best fruit possible, while also keeping in mind it will forever be potted because I have nowhere to plant outdoors in Northern NJ. If you have additional questions or want additional pictures I will once again post. Thank you in advance for your help!
