Looks like a Butia capitata (aka., Pindo/Jello Palm). The palm does not look that bad actually. It may be a deficiency of some kind, but I just never fertilize in the dead of Winter. Don't know if this is also true for North Texas.

Right on Pindo.I would give it a little basic slow release palm fertilizer.A little can't hurt it.I agree.Not that bad.

Thank you so much for the help identifying this palm. I have ordered some Vigoro Palm Fertilizer and will apply in the beginning of Spring. I have some palm fertilizer stakes. Would you recommend using them now... or wait?

Hey Ben.You can use them now.It really won't hurt it.Just follow directions.Just be careful not to over fertilize and burn the roots.

Ben, You are definitely on the right track. Yes it is a Butia and the yellowing is an indicator of a deficiency . The application of a full spectrum palm-specific will make all the difference.. The fertilizer will not fix the color of the existing fronds but will fully solve the yellowing on all new growth. As SecretSquirrel007 pointed out, the you can apply the fertilizer now without any problem. Palm growth is controlled by temperature not food and as such the fertilizer will be access when the warm spring weather arrives. We have been using the Lutz Palm Tree Spikes for over ten years and they are almost magic. Also, once the NUTRIENTproblem had been resolved the palm will likely not need subsequent feeding as palms translocate the nutrients from older fronds to new fronds. Besides the yellowing of the leaves (or deficiency), that actually looks like a good healthy palm!
