There are several people who want to swap tomato and pepper seeds specifically. This was posted this last fall:

Tomato Swap

habitat_gardener(z9 CA/Sunset15)September 22, 2015

See the 2015 Mostly Mystery 'Mater Mailing in the General Discussion forum on Tomatoville. You don't have to be a member to read the thread. Deadline is Nov. 10.

--------------

You might check out the individuals on that thread and set up some good swaps. You have quite the list. If I sound bossy please ignore anything that sounds like attitude. Good luck!

Hi. I am interested in trading seeds. Do you need any cucumbers or different colored carrots or beans? I would like some of your malachnite green tomato and your silver fir tree tomato.

Hi ChikaZ, I have been looking for the Japanese Truffle and Old Ivory Egg! I would also love to try growing one or two of your favorite varieties of peppers maybe one hot and one sweet? Please see my profile for the list of my veggies. I like growing the unusual too. I would suggest yard beans and the Mexican gherkins for really interesting varieties.
