Tiny bugs in soil are usually either springtails or soil mites. If you have fungus gnats there will be larvae in the soil.

You can completely submerge the pot in water and this will cause any bugs to evacuate. Just scoop the bugs out of the water after they float to the top. Then use a systemic in the soil.

Most mites are not dangerous to plants - they may be annoying to us - and I would not use systemic if these were in the soil. Most are beneficial - predatory mites. They feed on destructive bugs/pests. Obviously, not the dreaded spider mites! Beneficials actually could be used to fight the spider mites. They are tiny, but if you could see them having 8 legs, they are mites.

Springtails are also beneficials, you'll always find them by millions in compost. They love organic and wet environment. Many help in controlling plant fungal diseases.

Even fungus gnats won't really harm the plant, unless there is huge infestation. Their larvae could feed on roots, and that's why they are not welcomed. And the flies are so annoying!!!

As tommyr pointed out, many creatures are sign of too much moisture and organic matter. Providing well-draining substrate with inorganic components (much less chance of over-watering) will help to eliminate (or at least greatly reduce) many of them.
