Tillandsia blooms, no pups

Hi guys. I have several tillandsias: several cotton candies, ionanthas, caput medusaes, bulbosas, xerographicas, and an andreana.

My cotton candies, 4 of them, flowered. When the flowers wilted away, I knew it was gonna shrivel up and also produce pups in it's place.

However, 2 already shriveled up with no pups at all. Is there an explanation? I'm waiting for the other 2 to shrivel up and hopefully, pup.

For reference, I live in Manila where it's really sunny so to compensate, they are placed right in front of a North window. They are soaked for 30 minutes in water three times a week.
