What is on my soaker hose?

I went out in the garden today after neglecting my garden the whole winter and I found this on it. Originally I thought that some animal had bitten a hole in my soaker hose because I did not know that the inside of a soaker hose looked liked but whatever it was scratched off pretty easily so it must have been put there by some type of insect. Does anyone know what would have caused this?
