Pinguicula moctezumae help.

Hi,
I bought this Pinguicula moctezumae a while ago and it was doing good, but lately it has been looking worse and growing has slowed considerably, and I heard that this plant is supposed to make non carnivorous leaves in winter, why is it not making them?
I use LED plant lights for lighting, I let the Pinguicula moctezumae go dry for a few days and then water it, I use filtered tap water that is under 30 ppm.
and a good amount of airflow.
the room is around 70 F or 21 C.
And I never feed it.
