Water Oxygen Level?

I live in the far North West corner of North Dakota, known as the Bakken. I've grown up gardening in the summers as a kid. Now that I've moved out and into an apartment, I'm continuing that tradition. Indoors. I may have bit of more then I can chew with growing everything from tomatoes to peppers to watermelons. That's all fine and dandy, my only issue I seem to be having is my water. I use regular tap water from the sink. I have three 1.25 gallon rectangular jugs that can be used in a fridge with a dispenser on them. I add fertilizer to them all. 1 tbsp of a 20/20/20 fertilizer per jug. I do however let the water set for a week or 2 before using it, to let the chlorine and other things in the water evaporate off. But by doing that, if my thought process and research is correct; I am evacuating the water of the oxygen in it. Correct? And that's not good for watering plants. Especially something I want to prosper and get big yields from. So what I've done is used a fish tank bubbler I had from a years back and ran rubber tubing to each jug. Thus putting air back into the water and keeping the fertilizer mixed well in the water.

Anything I'm doing incorrectly? Anything I should be doing? Let me know!:)
