Anything that comes 'bare rooted' should be planted or potted up as soon as possible. Roots do not survive long in good condition out of soil and bare rooted perennials are usually stored at temps high enough to encourage them out of dormancy early. Both situation can unnecessarily stress young, small plants, to the point where bare root starts often don't flourish or grow at all.

Bulbs are a bit different and generally have longer "staying power" in bulb form. But it does depend on the bulb. Lilies for example are never fully dormant as bulbs and tend not to store well long term out of the ground so should be planted/potted promptly. But other spring planted, summer flowering bulbs need warm soil temperatures to grow so it may be a bit too early for planting things like dahlia tubers, glads, etc.

These can be stored for several weeks to a month or more in a cool (not cold), dark and dry location, like a garage, until it is a better time to plant. Or if you have concerns about keeping them as bulbs in good condition, go ahead and pot them up now. They are easily transitioned into the garden at a more appropriate time - generally around early to mid April.
