Pepper plants now growing

Hi Everyone - my garden looks good thus far (only my second season) - tomato plants have grown well and are producing fruit, bean plants are getting larger, a lot of foliage all around. My pepper plants however have not gotten any larger. I put them in the ground FEB 15th as transplants. It looks like flowers/buds are forming, but they are still 4 inches all. Is this normal?
