The light you linked is fine although at $50 it is far more expensive then needed or used by most. Lowes has several much less expensive models. The basic shop light fixtures at Walmart are much cheaper at about $10-12.

In my opinion, parts of the Lighting FAQ linked above is slightly misleading (at least doesn't completely and properly explain things). For instance, if you graph the light produced by using one warm bulb in combination with one cool bulb and you compare that to the usable spectrum for plants, you'll find that the combination didn't get you much and, depending on the specifics, might actually give you less useful light over the usable spectrum. This exact case is discussed many times in the Growing under Lights Forum. You would really be better off using two cooler (higher K) bulbs, such as 5000K. Bulb in the 4100K and higher range are the most useful for plants. You can actually use lower K bulbs, but much more power and a greater number of bulbs are needed for the equivalent results. Basically, you waste most of the light/power/utility money. Also, in some cases, really high K bulbs (6500K+) can be less efficient (not because their output doesn't match the plant's need, but because the lights just aren't as efficient period).

Just as Dave recommended, for inexpensive (hobbyist) lights I would go to my local big box store (Home Depot would be my choice) and get some inexpensive shop lights. HD has them for under $12. Buy a box of 5000K bulbs and you're in business.

One things that slightly more expensive fixtures might offer is a better reflector, but personally I'm not sure it's worth the extra money (it really depends on your setup).
