The pink coating is some sort of dried up lime paste with the addition of turmeric - I believe -, supposedly a disinfectant. You can try to wash it off without scrubbing or leave it on.

Treat plumeria with such short and dried up roots like you would handle normal cuttings. Slightly wet well aerated soil (coir/perlite mixtures are frequently used) in smaller containers, bottom heat, bottom heat, bottom heat and avoid scorching by not having them out in full sun, depending on your location. I've only grown one so far. This will be the 4th year of it. Started with about a 10" stick and now it's about 4' tall or so. Wasn't sure if I needed to start over with the rooting process or just put it in the dirt. In south Texas so heat isn't a problem. Went and picked up some clay pots that I'm going to spray black to help get them started. I know the clay pots aren't optimal but I need the weight. Lots of wind here. Kinda surprised my other one hasn't started producing leaves yet. It's been in the 80's here. Never seen one produce multiple color flowers from same inflow.

This may or may not be helpful but for many of mine that kept getting blown over by the wind (I'm in central TX) I just drove a few pieces of rebar around the pot & that kept them very stable. If left in the same spot in a pot with good drainage holes they'll usually also push some roots into the ground to stabilize too.
