I think you may be just a touch impatient :-)) Orientals are a bit later to emerge than Asiatics and it is still very early in the season.

btw, cutting the old stem back to about 3 inches is my normal SOP for lilies - it is far easier to identify their placement and prevent damage to emerging shoots when they are marked this way. But sometimes the new shoots grow up through the hollow centers of the old stems and so sort of hide themselves from view. I'd give it a few weeks then see if you can easily remove the remaining 3" of last year's stem. You will likely be surprised by what you reveal :-))
