Bettas are carnivores so I doubt they'd have much interest in it. I kept my Betta (when It was still alive) with various plants (some similiar size and shape to utricularia) and she never showed any inerest.

I hear utricularia is a pretty tough plant to get growing. Why not opt out for a similar looking easy growing carpet forming plant? Dwarf hair grass and maybe even dwarf baby tears come to mind.

Either way it would make for a stunning tank. If you decide to go through with it post some pics!

I'm afraid you won't get many responses on here if not any. The Aquarium forum is more or less a ghost town.

Oh, and Brine shrimp? I think you mean some other type of shrimp such as Amano or cherry....as brine shrimp are purely for feeding fish and otherwise need saltwater to live. ;)
