Personally I think the shutters add a lot of character and depth to the look of the house. You could paint them and the front door Sherwin Williams Retreat as it would look great with the pale turquoise color of the house.

The shutters do not look original to the house -- are they plastic? If so, remove -- the color is one of many colors that could be a good accent color for around the door, but not if "splattered" around the front of the house on shutters. If these are vinyl shutters, I would choose a color that is not available as a color choice on a building product from a national retailer. I have these shutters and they look good on my house because the house would have been built originally with such shutters-- your house was likely built with removable shutters.
