Without seeing the bulbs, I would guess the one with the top sliced off is very unlikely to produce anything this season but will most probably recover in time. Lily bulbs regenerate well from just a few scales remaining in place but it does take time. And the second one should be fine, provided it has not started shooting for the season.

Just a FYI - I always leave a short stub of stem in place - around 3" or so - when I cut back my lilies in fall. This serves to mark where they are planted when I start messing around with spring clean up/planting and avoids the damaging activity you describe. By the time the lily shoots emerge above ground, the remaining stubs just disintegrate or come away easily.

I leave a stub too, but sometimes they fall off . We had heavy rains a lot this spring, and it is on a slight slope. Could be they washed out. It was not me doing the actual digging, or I would have nosed around more carefully. This happened when I left to get something.
