Paver placement

Are these pavers set on 1/4 minus or sand? Or are they set in a mortar mix to secure them??

I just finished this product and used 1/4 minus crushed because it's less likely to slide, in my rainy environment. And it compacted like sand.. Depends on your environment but be sure to compact or regret it later!!!
