Pest/creature identification help!

I'm preparing my vegetable garden for planting and have found hiards of these tiny whiteish see through worm looking creatures. When ever i turn over soil there are tons of wiggling guys. Any ideas as to what they are? Are they going to be harmful? Thanks!
