Gravel and Soil

The work area is 80 sqare feet. The area is in partial shade. Sun from 1pm to sunset. I spread out to recondition the soil steer fertilizer and kellogg gromulch with plans to turn it into the soil. I was thinking of planting Irish Moss or Sedum. What I found is that four inches below the surface is gravel rock. There is a name for that material but let's say each gravel piece is 1/2 inch round. I don't know what to do. I will proceed to mix in the fertilizer and mulch. I am thinking that if I do have at least 4 inches top layer that Irish Moss will work.
This area is outside our church building - at the moment it is just terrain with no plants. If I could get a ground cover to grow then the area will have an organic look.
