I don't know if I'd say its dead yet, try and pull (gentle tugs) on the center spear and see if it pulls out. The best thing you can do for that thing is put it outside. How often do you water it? Is it kept indoors? If so, put it outside and leave it alone. Let the rain water it.

Are the top and bottom the same plant? It doesn't look dead quite yet, but if you keep it in the same conditions, I am confident it will be dead in no time.

If you want your palm to do well, try outside for a change (assuming you didn't just bring it inside for the picture). That soil also looks a bit iffy; I think it would like new soil (possibly a better mix?). As Andy said, if it is outside, and you let the rain water it (granted it has good drainage), I think it will do fine. Put it in a sunny spot, but acclimate it to avoid sunburn.

I gave the center spear a few gentle tugs and it came out and I watered it every few days for the past few months. Yeah, it has been kept inside ever since it got cold.

Are you saying that the main center spear did pull out? If that's the case, What you should do now is take some Hydrogen Peroxide and dump it down the center of the trunk-maybe half the bottle.

This is kind of beside the point, but in the second picture, I see some palm seedlings, and I am just wondering, what kind are those?

yeah, the main center spear pulled right out, there is a smaller spear next to it but it is in there pretty well. I also pored some Hydrogen Peroxide in the trunk.

The ones in the back of the picture are royal palm seedlings. They are doing pretty well.
