Tomato leaf curl

My tomato plants are exhibiting leaf curl. They are about thirty days old, and have been under a grow light for 16 hours a day...watering every other day (not letting them dry out). I feed them a combo of half-strength fish emulsion/kelp once a week. Grow light is about two inches above foliage. Any ideas as to what is happening here?
