Some seeds have special requirements to sprout such as needing stratification, scarification, multiple winters/summers, etc. Other seed will sprout just fine taken directly from the plant and sown. Without knowing what the seed you've saved actually is there is really no way of knowing if it needs anything special.

I have found that this seed is from a red bird of paradise also known as Caesalpinia pulcherrima. I have not found information as to how long I have to wait to plant it, but that it should be scarified first. Does anyone have more information than this?

It looks like the scarifying before sowing is suggested more for stored seed. If your seed is freshly collected, just soak in water overnight before sowing. You could file a section of the seed coat easily enough on a seed that size, just enough to allow water a point to breach the seed coat more easily, but may not be critical when seed is fresh. 65F seems to be fine for germination, so not overly warm.
