They look almost like chips in the leaves? Have you tried rubbing alcohol to flick them off if they are? Do they feel like scales or just sun burn/chips/etc? Some of my Hoyas' get this, what Hoya is it? I'm not an expert but what do they feel like?

The one at the bottom of the photo is curious but it looks like damage from being moved around to me. I think scale is more gooey because they excrete the "honeydew", that looks more like a dry spot that healed over. Is it raised?

No, not scale. Just some leaf damage. It happens. Scale are little brown mounds that can be flicked off with a toothpick. And they're usually happier on the stems or undersides of the leaves.
