I don't think it is really possible to ID from a photo -- since you are such a serious garlic grower, I would suggest sending a sample to your local extension for testing.

How many times are you replanting garlic into soil where garlic was previously grown? The organisms in the soil which cause disease will eventually reach the point where you will start to see problems even if you haven't introduced new to you, diseased stock to your beds.

Just because you grow a ton of garlic it doesn't make you a serious grower if you do not know what you are doing.

kristincarol, no, I'm not a serious garlic grower, just a very dumb home gardener and I do not know what I'm doing.

But you are very wrong that, this was a brand new garlic bed originally planted with clean garlic bulbils. This is the 2nd year and they are volunteer garlic from the bulbils. No foreign diseases.

Although you don't believe that the drainage is an issue, your soil does look very heavy and compacted. It would not go amiss to plant a cover crop from the mustard family to help fumigate the soil and increase the organic matter.
