My wife and I moved into our new house in 2013. We have had this issue with the maples since that time. I have tried a few sprays and soil drench insecticides/fungicides but can't seem to resolve it.

is this an infection of some sort? I originally thought it was gloomy scale on sugar maples. However I cannot find scales on the tree throughout the year. Any help would be appreciated!
