Hope for a leggy paperbark maple?

I have a paperbark maple in my lawn (3rd spring that it's been there) that is well branched, but doesn't have a lot of leaves until 5-6 feet up the branches, giving it a spindly look. Any hope that it will develop new growth from the main branches? Anything I should feed it?

Any chance of a picture? If you feed your lawn, there is no need to feed the tree.
