Just an FYI, but neither plant is a lily so you may not get the responses you were hoping for on this forum :-)

If the iris are of the bearded type, they sometimes pout after division or thinning and may not necessarily produce flowers the following season. And it is best to leave the rhizomes exposed - no mulch over the top. Also a lot of fertilizing is generally not recommended. Additional advice may be forthcoming on the Iris forum....bearded iris are not my faves :-)

Agapanthus are also known to pout after division. And they need as much sun as possible. IME, it is heat that generates good flower development and it may just be a bit too early in the season for them to be blooming. I'd try posting this on your regional Texas gardening forum to see if other local gardeners are having similar issues.
